CIBRS Pilot Project

The Minnesota Department of Public Safety (DPS), Bureau of Criminal Apprehension (BCA) has created the Comprehensive Incident-Based Reporting System (CIBRS) that consolidates selected incident data submitted to the BCA by various participating law enforcement agencies in the State of Minnesota. CIBRS was created as an investigative tool for law enforcement. The participating law enforcement agencies can share this data for investigative purposes in accordance with Minn. Stat. 299c.40, BCA User Agreement and BCA Policies and Procedures.

NEMESIS is participating in a pilot project to establish this interface with all law enforcement agencies within the NEMESIS region. The interface has been completed and currently resides in the SHIELD test database. Beta testing in the production database will be performed by the St. Louis County Sheriff's Office in late May. Subsequently, a schedule will be established for "go-lives" for the remaining NEMESIS law enforcement agencies. The cost for this interface and its deployment are borne by the BCA. There is no cost to user agencies. More details will be provided in the next e-Bulletin.

NEMESIS Mobile and Field Reporting
 

Phase I of NEMESIS Mobile and Field Reporting is underway. Sixteen squad cars will participate in the initial "roll-out" group. Of those sixteen the St. Louis County Sheriff's Office and Duluth Police Department are committing six cars each. Hermantown, Proctor, UMD and Virginia Police Departments will participate by committing one per agency. This group will test different printers and printer mounts in addition to the LETG software. The software has been loaded with NEMESIS and agency specific information. Several wireless "hotspots" are being established as a part of Phase I. NEMESIS Director of Educational Services, Angie VanDeHey, will receive training this week on eMertz Dynaforms, the custom form building software, in order to be prepared to help everyone.

The NEMESIS website, www. nemesismn.org, will be used extensively during this time as a project management tool. Authorized users will be able to access resources, scheduling and receive and send communications. Installation downloads, user guides and comment forums have all ready been established on the website for your use.

It is possible for this project to encompass 200 vehicles. To date, seventeen agencies have committed one hundred seventy vehicles. This leaves thirty spots available for anyone wishing to take advantage of this one time opportunity to have most of the expenses covered by the existing funding. Constellation Justice Inc.

DAMION PROSECUTOR 4.3
 

Constellation Justice System (CJS) has released a major upgrade of DAMION/ PROSECUTOR that is now available for implementation. There are improvements in every module of DAMION/ PROSECUTOR and module-wide improvements. These improvements have been driven largely by the nationwide DAMION User Group. The release notes detail all of these upgrades with screen shots. They are accessible through the customer login at www.cjs-inc.com.

It will be necessary for all NEMESIS County Attorney's Offices to "go-live" simultaneously. Certain tasks need to be performed by County Attorney System Administrators prior to the "go-live" of DAMION/PROSECUTOR 4.3. NEMESIS and CJS will assist in coordinating this upgrade. There will be no charges connected with this new release to NEMESIS County Attorneys.

There are over twenty new features. One of the most significant ones is the User Notification function. It provides a notification pop-up to staff of upcoming events or activities associated with a record. This function automatically works with action/event records in all DAMION/PROSECUTOR modules.

DAMION/PROSECUTOR 4.3 provides significant improvements in the Discovery Module, the Victim Witness Module, the Person Merge function, GPLS Maintenance and Queries and the utilization and maintenance of email addresses.

Ad Hoc Report Writer Upgraded 

Recently the Ad Hoc Report Writer in SHIELD, JMS and DAMION/PROSECUTOR has been upgraded.

The following changes have been made in the Ad Hoc Report Writer feature:

         Page Formatting

Ø       Additional page formatting options are now available on the Report Generation window, for example, font, font size, margins and orientation. With this enhancement, a significant amount of formatting can be done prior to the report being generated.

         Open with Excel

Ø       A checkbox has been added to the Report Generation window labeled Open with Excel. By placing a checkmark in this checkbox, the user has the ability to generate the report directly into Microsoft Excel.

         Show Line Indicator

Ø       When generating a Dynamic Summary report that will be generated directly to Excel, the user will have the option to indicate how many blank lines in the report should be displayed.
